Before you are able to catch Mewtwo, you must first enter Cerulean Cave. To enter this cave you will need either the Secret Technique that allows you to surf, or a flying Pokemon that you can mount such as Charizard. You must also have completed the main story and been crowned Pokemon Champion. Once you are Champion head to Cerulean City and travel to the West side. Here you will see a cave just across the stream. Enter that cave to find Mewtwo.
Entrance Floor
When you enter, surf onto the water and follow it all the way around to the end. You want to climb this ladder here.
Main Floor
That ladder will take you to the main floor. From there, head slightly North and take the ladder here. This will take you to a tiny area with just another ladder, go down again.
Final Floor
In the next area walk past the small body of water and then follow the path all the way around to the end. You’ll need to surf across to a small plateau, but that’s where you will find Mewtwo
After you defeat Mewtwo in battle, you can catch him. If you catch him and leave the cave, your rival will tell you that a girl followed you inside to catch Mewtwo. You can retrace your steps to find the girl, who will be standing in the same spot where you originally fought Mewtwo.
If you defeat Trainer Green you will get two Mega Stone items, Mewtwonite X and Mewtwonite Y.
