The lost dog can be in the North Eastern part of the map. There’s a massive bridge, near the entrance to the Junk Yard, surrounded by water. You want to search at ground level, to the West of the huge, broken bridge. Just near the shoreline you will find the unfortunate pup. Once you approach you will be ambushed by some Shade enemies, so make sure you are prepared for a tough fight.
Once you’ve disposed of the enemies, interact with the dog to claim the leaf item and then return to town. The old man is no longer there but speak with his son, who is standing in the same place. It’s near the exit towards Seafront. Give the man the leaf to complete the quest.
