I caught Turtwig at this location, during the morning when it was foggy. Turtwig does appear here during other times so as long as the location is correct, you should find him, although it’s not a guaranteed spawn. Search the very South East corner of the Crimson Mirelands map. There is a very small body of water here and a tiny island with a couple of trees and some bushes. Turtwig will appear nearby.
