If you decided to try and convince the Gang Leader and you made your way inside, you can attempt to speak with the Gang Leader and convince them to leave the bar alone. It’s a really simple process but the objective marker sits at the door to the Gang Leaders interior once you enter, leaving some to believe they had to exit to find the Gang Leader. Only then to discover the objective marker tells them to go back inside.
Once you’re inside the interior of the WV Lumber Co. head down the stairs. There’s a fusion generator here with a Fusion Core. In the corner of the room there is a lit passage that goes underground. I completely missed it on my first run through of the interior. Head down the stairs into the lit tunnel and follow the voices through to end of the tunnel. Here you will find Roper, the leader of the gang.
