Travel to the Vordt Of The Boreal Valley Bonfire to start. When you are there, run up the stairs and clear out the enemies. At the top you will see a cathedral that you can enter, do so. Inside there is an old woman at the back you can talk to. She is the leader of the Way Of The Blue covenant and she will ask you if you want to join. She will also give you the Lothric Banner when you talk to her. You don’t have to join if you don’t want to, it doesn’t affect the story. If you want to join you can go to the equipment and equip the Way Of the Blue pledge.

Where To Use The Small Lothric Banner In Dark Souls 3

Again you will want to go the Vordt Of The Boreal Valley Bonfire. Go through the big doors that opened up when you defeated Vordt and go to the end of the path. At the end you can raise the banner and have some Gargoyles or something fly you off to the Undead Village so you can progress.
