The Twinblade can be found here on the map, in the Dragon Burned Ruins.
You need to use your horse to jump over the one building that is still all walled around. When you jump in you will see some stairs that go down. If you go down you will find a chest and inside there is a Twinblade. You can upgrade it and use this for a long time.
On the other side of the ruins there is another chest and this one leads you to the swamp. This is not a good swamp so I would suggest that you leave that chest alone. It is hard to get back once you get thrown into that cave. You have to run out of the cave before you can fast travel back.
