Unlike the world before the nukes went off, people in the Wasteland will have a hard time trusting strangers. Charisma will help you talk with more people as you travel through the Wasteland. Charisma will also affect Bartering, allowing you to trade for better loot and caps then someone with low Charisma. It will also effect dialogue options and whether or not certain characters will act hostile towards you.
Getting drunk will boost some stats but you also risk addiction. The higher your Charisma is, the lower the chance you will be addicted to booze. While it will prevent you from being addicted, you will still suffer from the immediate results of drinking. Charisma also affects the wildlife of the Wasteland and can help you charm certain beasts. This will be helpful for the long journeys when you are low on supplies and just looking to get back home.
A few of the perks will be more Loyal followers, convincing others to work for you and having more options for Dog Meat.
