When you are in your base camp, there is a fast travel menu that you unlock after a bit of progress into the story. If you don’t have it unlocked yet, just follow the main missions for a short while and it will unlock before long. Once you have the fast travel option unlocked for your base camp, this is how you find any character and teleport to them.

Press R to open the fast travel menu. This defaults to Facility locations. However, if you press R again, it will change to the Unit menu. This will show you every single character that is currently in your base camp. Then you simply select the character you want and press the A button to instantly fast travel to their location.
