This side quest becomes available after you complete the main story arc at Goron City. However, there’s nothing stopping you from getting this item much earlier. All you need is the ability to destroy rocks. You can use bombs, weapons with boulders attached to them, or your Goron allies ability to smash through. You get a Flame Guard helmet called Vah Rudania Divine Helm, which increases your Fire Resistance. Fire Resist gear really helps when exploring this region.

You can clearly see on the map there are two large lakes in the shapes of lizards. Closer to the Northern most lake there is a small cave at the location above. The caves entrance is initially blocked by boulders, which you need to destroy in order to access. Once the boulders are destroyed you can simply wall inside and grab the chest. That will unlock the helmet.
