Mr. Snowman Makes A Return In Just Cause 3

This is the location on the map that you can find Mr. Snowman.
You will find it in the Costa Sud area. The water starts to go up into the island at a point and if you follow it up you can find Mr. Snowman on one of the banks there. I used a helicopter to get in there but you can swim or take a boat to find him I’m sure.
I tried to move Mr. Snowman but it wouldn’t budge with a chopper or just the tethers in general. I also tried to shoot and blow it up and that had no effect either. Just a cool little Easter Egg from Just Cause 2
