You can find The People’s Clinic at this location. It’s a multistory building but only the bottom floor has an accessible interior. There’s likely an enemy here, around the back of the building in a large tent. This is also where you need to go to get the chest.

As you approach the front of the building take a left and go around that side of the building. Head into the large tent, take out the enemy. You will see the chest sitting on a table nearby. Loot the chest to find The Heroic End Unique Submachine Gun Weapon.
