You can find Fresh Milk at the store in Kakariko Village. Simply head inside and buy some. You can also buy Hylian Rice here but with a bit of patience, you can get some for free nearby. Follow the road out of the village and head to Midla Woods and Ginner Woods. Once there, simply run around with a sword and start cutting up the grass. It’s not a very high drop rate but it should only take you a minute or two to get a Hylian Rice.
